Major Donald E. Keyhoe was one of the founding members of the National Investigations Committee on Aerial Phenomena (NICAP) and later he became director of the private UFO organisation. The late Donald E. Keyhoe was a former Marine Air Corps Major. And at one time he had a close working relationship with the great aviator, Charles A. Lindbergh.

In this ABC interview by TV reporter Mike Wallace, Major Keyhoe gives as good as he gets:

Notice how Mike Wallace avoids any mention of the highly credible U.S. Military UFO witnesses and/or the UFO films (both U.S. Military and private) which had been found to be real (meaning: no hoax and no one could identify the filmed object(s)).

Advanced Aerial Threats
 
    The Committee supports the efforts of the Unidentified 
Aerial Phenomenon Task Force at the Office of Naval 
Intelligence to standardize collection and reporting on 
unidentified aerial phenomenon, any links they have to 
adversarial foreign governments, and the threat they pose to 
U.S. military assets and installations. However, the Committee 
remains concerned that there is no unified, comprehensive 
process within the Federal Government for collecting and 
analyzing intelligence on unidentified aerial phenomena, 
despite the potential threat. The Committee understands that 
the relevant intelligence may be sensitive; nevertheless, the 
Committee finds that the information sharing and coordination 
across the Intelligence Community has been inconsistent, and 
this issue has lacked attention from senior leaders.
    Therefore, the Committee directs the DNI, in consultation 
with the Secretary of Defense and the heads of such other 
agencies as the Director and Secretary jointly consider 
relevant, to submit a report within 180 days of the date of 
enactment of the Act, to the congressional intelligence and 
armed services committees on unidentified aerial phenomena 
(also known as anomalous aerial vehicles), including 
observed airborne objects that have not been identified.
    The Committee further directs the report to include:
          1. A detailed analysis of unidentified aerial 
        phenomena data and intelligence reporting collected or 
        held by the Office of Naval Intelligence, including 
        data and intelligence reporting held by the 
        Unidentified Aerial Phenomena Task Force;
          2. A detailed analysis of unidentified phenomena data 
        collected by:
            a. geospatial intelligence;
            b. signals intelligence;
            c. human intelligence; and
            d. measurement and signals intelligence;
          3. A detailed analysis of data of the FBI, which was 
        derived from investigations of intrusions of 
        unidentified aerial phenomena data over restricted 
        United States airspace;
          4. A detailed description of an interagency process 
        for ensuring timely data collection and centralized 
        analysis of all unidentified aerial phenomena reporting 
        for the Federal Government, regardless of which service 
        or agency acquired the information;
          5. Identification of an official accountable for the 
        process described in paragraph 4;
          6. Identification of potential aerospace or other 
        threats posed by the unidentified aerial phenomena to 
        national security, and an assessment of whether this 
        unidentified aerial phenomena activity may be 
        attributed to one or more foreign adversaries;
          7. Identification of any incidents or patterns that 
        indicate a potential adversary may have achieved 
        breakthrough aerospace capabilities that could put 
        United States strategic or conventional forces at risk; 
        and
          8. Recommendations regarding increased collection of 
        data, enhanced research and development, and additional 
        funding and other resources.
    The report shall be submitted in unclassified form, but may 
include a classified annex.

“A group of senators and congressmen have stated they will support an investigation of unidentified flying objects (UFOs), a private UFO study organization has announced.

The National Investigations Committee on Aerial Phenomena (NICAP), which analyzes ‘flying saucer’ reports, quoted several prominent members of Congress in the current issue of its newsletter.

NICAP has accused the Air Force of ‘glossing over or explaining away’ dozens of what it termed ‘highly significant’ UFO sightings this year. The committee’s newsletter listed sightings in Massachusetts, Montana, New York, Ohio, Pennsylvania and several other states during August and September.”

The press conference (held at the National Press Club, Washington, D.C. on 11 January 1969) was organised by Major Donald E. Keyhoe (U.S. Marine Corps), Director of the National Investigations Committee on Aerial Phenomena.

The speakers are (in order of appearance): Richard H. Hall, Assistant Director, National Investigations Committee on Aerial Phenomena; Donald E. Keyhoe and James E. McDonald, physicist and UFO researcher.

The Condon Report was published in January 1969.

“The Air force refused to get alarmed Monday over a rash of recent claims of flying saucer sightings over Portugal, the South Pole, Japan and Latin America.

A spokesman for the Air Force, which keeps track of reports of unidentified flying objects (UFO’s), said it had no evidence of unexplained activity.

He added, as the Air Force has in the past, that most such claims have turned out upon scientific examination to be natural phenomena, weather balloons or meteors common in summer months.

On the other hand, a spokesman for the National [Investigations] Committee on Aerial Phenomena—a non-government research organization—said that UFO sightings have shown their biggest increase since 1957. Richard Hall, acting director [of] the non-profit outfit, said: ‘It is interesting that the Air Force is unable to find a pattern because it is staring them in the face.’

The latest flying saucer report came Monday from Oporto, Portugal, where a villager and wife said they saw an object overhead which looked like a deep dish turned ‘upside down.’ ”

My comment:
12 July 1965 was a Monday – but I do not know if the Oporto (or Porto, Portugal) UFO incident occurred on 12 July or 5 July 1965.

Hartranft, Jr., Director of the 100,000-member Aircraft & Pilot Owners Association and Board of Governors, hold a press conference at the Commodore Hotel in Washington, D.C. to bring public awareness of the incompetence shown by the USAF regarding UFOs and their investigation.”
