U.S. Government UFO Document:
“SUBJECT: Unidentified Flying Objects”

2 December 1952
(Central Intelligence Agency, Washington, D.C.)

Source: NICAP.org

NICAP.org’s introduction to the document:
“December 2, 1952; CIA Memo
An EOTS [Estimate of the Situation] Moment for the CIA.
[H. Marshall] Chadwell told Brad Sparks they concluded that
UFO’s were extraterrestrial – that was what he was telling the
CIA Director in this Dec. 2, 1952, memo.”

My comment:
H. Marshall Chadwell was Assistant Director of the CIA’s Office of Scientific Intelligence (OSI) in 1952.

The meaning of the acronyms are as follows, according to CUFON.org (http://www.cufon.org/cufon/cia-52-1.htm):

ACRONYM – MEANING – AGENCY
* DCI – Director of Central Intelligence – CIA
* OSI or O/SI – Office of Scientific Intelligence – CIA
* NSCID – National Security Council Intelligence Directive
* DD/I, DDI – Deputy Director for Intelligence – CIA
* AD/SI – Assistant Director/Scientific Intelligence – CIA
* AD/IC – Assistant Director/Intelligence Coordination – CIA
* R&DB (or RDB) – Research and Development Board
* DI/USAF – Directorate (or Director) of Intelligence
   U.S. Air Force
* A-2 – Air Force (air) Intelligence – U.S. Air Force
* ATIC – Air Technical Intelligence Center (Wright-Patterson
Air Force Base, Dayton, Ohio) – U.S. Air Force
* DDCI – Deputy Director of Central Intelligence – CIA
* CENIS – MIT Center for International Studies
   (CIA contract agency)

The whole document (not written in Central Intelligence Agency document format):
“MEMORANDUM FOR: Director of Central Intelligence

THRU: Deputy Director for Intelligence

1. On 20 August, the DCI, after a briefing by OSI on the above subject, directed the preparation of an NSCID for submission to the Council stating the need for investigation and directing agencies concerned to cooperate on such investigations.

2. In attempting to draft such a directive and the supporting staff studies, it became apparent to DD/I, Acting AD/SI and AD/IC that the problem was largely a research and development problem, and it was decided by DD/I to attempt to initiate action through R&DB. A conference was held between DI/USAF, Chairman of R&DB, DD/I, Acting AD/SI and AD/IC at which time it was decided that Dr. Whitman, Chairman of R&DB, would investigate the possibility of undertaking research and development studies through Air Force agencies.

3. On approximately 6 November, we were advised by Chairman, R&DB, that inquiries in the Air Staff did not disclose ‘undue concern’ over this matter, but that it had been referred to the Air Defense Command for consideration. No further word has been received from R&DB.

4. Recent reports reaching CIA indicated that further action was desirable and another briefing by the cognizant A-2 and ATIC personnel was held on 25 November. At this time, the reports of incidents convince us that there is something going on that must have immediate attention. The details of some of these incidents have been discussed by AD/SI with DDCI. Sighting of unexplained objects at great altitudes and travelling at high speeds in the vicinity of major U.S. defense installations are of such nature that they are not attributable to natural phenomena or known types of aerial vehicles.

5. OSI is proceeding to the establishment of a consulting group of sufficient competence and stature to review this matter and convince the responsible authorities in the community that immediate research and development on this subject must be undertaken. This can be done expeditiously under the aegis of CENIS.”

“Item 2.102: FOIA Request to the
U. S. National Reconnaissance Office”

23 March 2011
(Larry W. Bryant’s UFOview, Newport News, Virginia)

Wikipedia article: “National Reconnaissance Office”:

Quote from the Wikipedia article:
“The National Reconnaissance Office (NRO) is a member of the United States Intelligence Community and an agency of the United States Department of Defense. NRO is considered, along with the Central Intelligence Agency (CIA), National Security Agency (NSA), Defense Intelligence Agency (DIA), and National Geospatial-Intelligence Agency (NGA), to be one of the ‘big five’ U.S. intelligence agencies.[2] The NRO is headquartered in unincorporated Fairfax County, Virginia,[3] 2 miles (3.2 km) south of Washington Dulles International Airport.

It designs, builds, and operates the reconnaissance satellites of the United States government, and provides satellite intelligence to several government agencies, particularly signals intelligence (SIGINT) to the NSA, imagery intelligence (IMINT) to the NGA, and measurement and signature intelligence (MASINT) to the DIA.[4]

The Director of the NRO reports to both the Director of National Intelligence and the Secretary of Defense[5] and serves as Assistant Secretary of the Air Force (Intelligence Space Technology). The NRO’s federal workforce consists primarily of Air Force, CIA, NGA, NSA, and Navy personnel.[6] A 1996 bipartisan commission report described the NRO as having by far the largest budget of any intelligence agency, and ‘virtually no federal workforce,’ accomplishing most of its work through ‘tens of thousands’ of defense contractor personnel.[7]”

“Unidentified Aerial Phenomena and
the National Reconnaissance Office”

By Keith Basterfield, 21 July 2019
(UFOs – scientific research, Campbelltown,
New South Wales, Australia)

Quote from the article:
“Background

The To The Stars Academy (TTSA) recently announced that Chris Herndon was joining their Advisory Board. Herndon initially worked as a Department of Navy civilian, supporting a variety of agencies, including the National Reconnaissance Office (NRO.)

This made me ask myself, what did I know about the NRO? Like many other long-time researchers, the NRO had popped up on my radar from time to time. So I decided, that in this blog post, I would take a look at what I could find out about any relationship between the NRO and Unidentified Aerial Phenomena (UAP.)”

The Ground Saucer Watch (GSW)
Freedom of Information Act (FOIA)
Lawsuit against the CIA in 1978

UFO news article:
“C.I.A. PAPERS DETAIL U.F.O. SURVEILLANCE”,
14 January 1979 (The New York Times)

Article on the U.S. UFO group Ground Saucer Watch’s Freedom of Information Act (FOIA) lawsuit against the Central Intelligence Agency in 1978:

Quote from the article:
“Documents obtained in a lawsuit against the Central Intelligence Agency show that the agency is secretly involved in the surveillance of unidentified flying objects and has been since 1949, an Arizona based U.F.O. group said yesterday.

Mr. Spaulding an aerospace engineer with Airesearch, one of the largest producers of aerospace components, said the documents show the United States embassies are used to help gather information on U.F.O. sightings and that the information "seems to be directed to the C.I.A., the White House and the National Security Agency."

A C.I.A. memo of Aug. 1, 1952, recommends continued agency surveillance of "flying saucers," saying, "it is strongly urged, however, that no indication of C.I.A. interest or concern reach the press or public, in view of their probably alarmist tendencies to accept such interest as 'confirmatory' of the soundness of 'unpublished facts' in the hands of the U.S. government," the document said.

Among the documents are several detailed reports of Air Force attempts to either intercept or destroy U.F.O.'s.”

Quote from the article:
“The letter said two of NICAP’s Directors – Vice Adm. R. H. Hillenkoetter (Ret.), former head of the Central Intelligence Agency, and President J. B. Hartranft of the Aircraft Owners and Pilots Assn. – were willing to meet with Air Force officials and ‘submit for evaluation factual evidence that UFOs are real and under intelligent control.’ ”

The late Roscoe Henry Hillenkoetter was a U.S. Navy Vice Admiral, the third director of the post-WWII U.S. Central Intelligence Group (CIG), and the first director of the Central Intelligence Agency created by the National Security Act of 1947.

(Central Intelligence Agency, Washington, D.C.)

The document informs about the possible interest by the CIA’s Office of Research and Development (ORD) in a UFO case:

Quote from the document:
“… felt that there may be some ongoing ORD interest, depending on the evaluation by that office of the material provided.

… asked that the ORD interest be kept at a low profile until some evalution could be made, but at the same time indicated that he would be in touch with me on a fairly regular basis.”

Quote from the Wikipedia article:
“History

Origins

On December 31, 1948, the CIA formed the Office of Scientific Intelligence (OSI), by merging the Scientific Branch in the Office of Reports and Estimates with the Nuclear Energy Group of the Office of Special Operations.[2]

Formation

In 1962, the CIA formed the Deputy Directorate of Research (DDR), headed by Herbert Scoville. Under it was the newly formed Office of Special Activities, along with the Office of ELINT and the Office of Research and Development, which were quickly integrated into the DDR.[3][2] However, the OSI remained part of the Directorate of Operations.”

U.S. Government UFO Article:
“News & Information:
How To Investigate a Flying Saucer”

(Central Intelligence Agency, Washington, D.C.)

Quote from the article:
“Hector Quintanilla, the last chief officer of the US Air Force’s famous UFO investigation program, Project BLUE BOOK, was in charge of the Zamora case. His team was convinced that Zamora was telling the truth, and despite an extremely thorough investigation, they were unable to locate the object or its origins. In an article for Studies in Intelligence called, ‘The Investigation of UFO’s,’ Quintanilla says that the Zamora sighting is ‘the best-documented case on record.’ It remains unsolved.

Project BLUE BOOK was based at Wright-Patterson Air Force Base near Dayton, Ohio. Between 1947 and 1969, the Air Force recorded 12,618 sightings of strange phenomena — 701 of which remain ‘unidentified’ like the Zamora case. Although the CIA was not directly affiliated with Project BLUE BOOK, the Agency did play a large role in investigating UFOs in the late 1940s and early 1950s, which led to the creation of several studies, panels, and programs. Former CIA Chief Historian, Gerald K. Haines, wrote an in-depth article looking at the Agency’s role in studying the UFO phenomenon for Studies in Intelligence. In his article, ‘CIA’s Role in the Study of UFOs, 1947-90,’ Haines says that ‘while the Agency’s concern over UFOs was substantial until the early 1950s, CIA has since paid only limited and peripheral attention to the phenomena.’

With over 20 years of investigations, from the late 1940s until Project BLUE BOOK’s termination in 1969, the CIA and USAF have learned a thing or two about how to investigate a UFO sighting. While most government officials and scientists now dismiss flying saucer reports as a quaint relic of the 1950s and 1960s, there’s still a lot that can be learned from the history and methodology of ‘flying saucer intelligence.’ ”

https://www.cia.gov/news-information/featured-story-archive/2016-featured-story-archive/how-to-investigate-a-flying-saucer.html

The facts (official CIA UFO documents) seem to contradict the view the Agency takes of the UFO phenomenon (last paragraph).

“UFO’s OBSERVED OVER NORWAY”

Date: March 1959
Release date: 5 October 1978
(Central Intelligence Agency, Washington, D.C.)

The whole text of the document:
“The following is the full text of an item which appeared in Oslo Conservative Aftenposten of 16 March 1959 (AM edition):
Several bright objects were observed in the sky near Bergen by several persons on the evening of 12 March.
According to Birger Storesund, of Storesund, near Bergen, there were five of the bright bodies, all of which crossed the sky from north to south. The first object, which was first seen at 2010 hours, took about two minutes to cross the sky and disappear beneath the horizon. In size and appearance, it could be compared to the Soviet sputniks. About five minutes later, object number two appeared, later to be followed by objects three, and four and five.
According to Storesund, several of his neighbors also saw the objects. No sound was to be heard from the objects.
Storesund’s dog, which usually reacts to the presence of aircraft, paid no attention. The objects were also observed in binoculars.”
