“ ‘Flying saucers’ have now appeared over Japan. The first flight was reported by a police officer at Kagoshima (Southern Kyushu) where the Allied invasion of Japan would have occurred in 1945 if the Japanese had not surrendered. The police officer, Shigeru Arrifuku, who made the report said that while on duty shortly after midnight on July 9 he saw some disk-shaped brilliant objects flying over Kagoshima Bay in a wave-like manner. The objects were flying north-east at a height of about 3,000ft.”

This is Part 5 of an ongoing series regarding the North American Aerospace Defence Command (NORAD) and their involvement UFO phenomenon. I have already detailed over a dozen pages of declassified military documents that show us that tangible UFO events have come to the attention of NORAD.

Dealing with NORAD is not easy. Normally, one would request information under the Freedom of Information Act (FOIA) from an American government agency, or under the Access to Information Act (ATIA) from a Canadian government agency. However, NORAD is a ‘bi-national’ organisation, and the governments involved decided to ‘exempt’ it from either FOIA or ATIA in 1982. However, the US’s Northern Command (NORTHCOM), who partly controls NORAD, can process FOI requests for NORAD records – but everything is on NORAD’s terms. The actual response one gets from the NORTHCOM FOIA and Privacy Act Requester Service Center at Peterson Air Force Base for NORAD records is, except in exceedingly rare cases:

‘NORAD as a bi-national organization is not subject to FOIA. No search of records will be conducted.’ ”

In 1973 we had no large orbiting space station circling the Earth at a time when one of the largest UFO flaps to hit the planet was in progress. A document that was found indicates that the location was over the southwestern Indian Ocean during revolution # 1863. Astronauts Alan Bean, Owen Garriott and Jack Lousma spotted what they described as a red ‘satellite,’ which they photographed and mentioned during a subsequent debriefing. We have radio conversation (transcript only) with Houston CapCom about 4.5 hours after the sighting of this object. There was no man-made satellite that could explain this sighting and hence the object was truly anomalous.”

I wrote that no astronaut has seen a UFO in space.  While Gordon Cooper thinks he saw unexplained phenomena while flying in the 1950s, this obviously was not from space.  Concerning claims that he has seen a UFO from space, the 1999 Space.com article you refer to quotes Cooper saying ‘No, somebody made a lot of money selling lies on that one… It was totally untrue, sorry to say.’
Concerning Buzz Aldrin, he was misquoted, with the explanatory part truncated from the interview as aired, as we explained in an earlier answer here (use the search engine to find it).  Sorry, but there is no compelling evidence for space aliens, and certainly not from NASA astronauts.  Be skeptical; there are a lot of false or misleading claims about UFOs circulating.

“Unidentified Objects Seen In X-15 Films”

“SEATTLE (AP) — The second instance of observation of
unidentified objects at high altitude was reported Thursday by
X-15 pilot Joe Walker.

Walker told a scientific conference that films taken during his recent flight to a record height of 246,700 feet showed the presence of five or six objects of undetermined size at some distance from the plane.

The film was taken by a camera mounted on the X-15’s fuselage.

The mysterious objects, apparently disk-shaped, showed up on the film as the X-15 arced over the top of its flight and headed back toward earth.

‘I don’t feel like speculating about the nature of these objects,’ Walker said. ‘All I know is what appeared on the film in later study. I saw nothing myself during the flight of this nature.’

Walker mentioned the objects only briefly in a panel discussion at the second annual conference on the peaceful uses of space.”

NICAP’s Photographic Adviser Ralph Rankow, a New York photographer, wrote the following in a letter to Arthur Sketchley:
“9. MARTIN B-57 (Circa 1954)
This photo taken by the Martin Co. for promotional purposes. The disc in the upper right corner was not noticed until the negative was processed. The lighting on the disc conforms exactly with the lighting on the rest of the picture, indicating a real object was photographed. (The Martin Co. had been attempting to explain the object as being a ‘scratch on the film’).


The Martin Company defaced this photo twice, according to several U.S. UFO researchers.

There is some confusion (among U.S. UFO researchers) over whether this photograph was taken over Maryland or over the Edwards Air Force Base in California. But judging by the landscape, it seems that the photo was taken over Maryland. The photo was taken circa 1954 and not in 1957, as mentioned in several articles.

“In 1963, I was living in Vincennes, Indiana. That September I was contacted by an Air Force reserve captain, the CO for the local 1127th Air Reserve Squadron, requesting a briefing concerning our NICAP team’s investigations of UFOs. This briefing was scheduled to be given at the Robert Green Auditorium on the 16th of that month. I was flattered and simply thought that this interest was due to the increased UFO activity in the region, particularly the 1963 UFO concentration or ‘mini-flap’ in southern Illinois. But it now appears there was more to it than that.

We had always suspected that Project Blue Book (the official AF UFO project) was merely a PR front, and there was evidence that some types of UFO project teams were active even after Blue Book closed down in December of 1969. But now we knew who some of these people were, and we had it from a reliable source: The Bolender Memo of  20 October 1969. Brigadier General C. H. Bolender wrote, ‘Moreover; reports of unidentified flying objects which could affect national security are made in accordance with JANAP 146  or Air Force Manual 55-11 , and are not part of the Blue Book system.’ The real responsibility for UFO reports was located in Langley, Virginia and not Dayton, Ohio. This also explained why some important case files were not found in the Blue Book archives.”
