Advanced Aerial Threats

    The Committee supports the efforts of the Unidentified 

Aerial Phenomenon Task Force at the Office of Naval 

Intelligence to standardize collection and reporting on 

unidentified aerial phenomenon, any links they have to 

adversarial foreign governments, and the threat they pose to 

U.S. military assets and installations. However, the Committee 

remains concerned that there is no unified, comprehensive 

process within the Federal Government for collecting and 

analyzing intelligence on unidentified aerial phenomena, 

despite the potential threat. The Committee understands that 

the relevant intelligence may be sensitive; nevertheless, the 

Committee finds that the information sharing and coordination 

across the Intelligence Community has been inconsistent, and 

this issue has lacked attention from senior leaders.

    Therefore, the Committee directs the DNI, in consultation 

with the Secretary of Defense and the heads of such other 

agencies as the Director and Secretary jointly consider 

relevant, to submit a report within 180 days of the date of 

enactment of the Act, to the congressional intelligence and 

armed services committees on unidentified aerial phenomena 

(also known as ‘anomalous aerial vehicles’), including 

observed airborne objects that have not been identified.

    The Committee further directs the report to include:

          1. A detailed analysis of unidentified aerial 

        phenomena data and intelligence reporting collected or 

        held by the Office of Naval Intelligence, including 

        data and intelligence reporting held by the 

        Unidentified Aerial Phenomena Task Force;

          2. A detailed analysis of unidentified phenomena data 

        collected by:

            a. geospatial intelligence;

            b. signals intelligence;

            c. human intelligence; and

            d. measurement and signals intelligence;

          3. A detailed analysis of data of the FBI, which was 

        derived from investigations of intrusions of 

        unidentified aerial phenomena data over restricted 

        United States airspace;

          4. A detailed description of an interagency process 

        for ensuring timely data collection and centralized 

        analysis of all unidentified aerial phenomena reporting 

        for the Federal Government, regardless of which service 

        or agency acquired the information;

          5. Identification of an official accountable for the 

        process described in paragraph 4;

          6. Identification of potential aerospace or other 

        threats posed by the unidentified aerial phenomena to 

        national security, and an assessment of whether this 

        unidentified aerial phenomena activity may be 

        attributed to one or more foreign adversaries;

          7. Identification of any incidents or patterns that 

        indicate a potential adversary may have achieved 

        breakthrough aerospace capabilities that could put 

        United States strategic or conventional forces at risk; 

        and

          8. Recommendations regarding increased collection of 

        data, enhanced research and development, and additional 

        funding and other resources.

    The report shall be submitted in unclassified form, but may 

include a classified annex.

The key person here, I suspect, and the one I would love to talk to, is the ONI NIMITZ center analyst, John F Stratton. Out of all the people involved here, as the person who was going in to brief Congressional members and staffers, I would expect Stratton to have gathered the most background information on all of this. Senior staff do not need to be briefed on all the fine details, and the information people only need to be told what can be released. However, an analyst has to know all the fine details.

His official Navy biography states that he has 29 years of experience with the US Army; USAF Reserve and US Federal Civil Service.

Some of the cases studied by AATIP have involved the United States Navy’s (USN) massive aircraft carriers and the formidable combat aircraft attached to them. On the 23rd of April, 2019, media outlet Politico carried an article titled ‘US Navy Drafting New Guidelines For Reporting UFOs’. Written by reporter Bryan Bender, the piece builds on an official statement made by the Navy’s vital Deputy Chief of Naval Operations for Information Warfare (OPNAV N2/N6). Various issues are discussed including the apparently sudden need for modernized ‘unidentified aircraft’ reporting guidelines for ‘pilots and other personnel’, and the fact that Congressional briefings by Navy ‘intelligence officials’ on unidentifiable air hazards have taken place. The Politico article, and the formal OPNAV N2/N6 statement which it cites, was analysed by Australian researcher and colleague Keith Basterfield, here.

Of note, to me at least, was a curious admission within the OPNAV N2/N6 statement, and it concerned none other than the United States Air Force (USAF). Ostensibly, the ‘Navy and the USAF take these reports very seriously’ and ‘investigate each and every report’. If they are talking about mundane unidentified aircraft engagements, then this statement isn’t especially interesting. If, however, they are talking about encounters with odd craft, or unusual phenomena, then it’s quite another. Considering that this entire story links itself to recent events regarding UFO’s, and even quotes Christopher Mellon, a former DoD official and UFO proponent, one is bound to assume we are dealing with the latter. And if this assumption is correct, the notion that the ‘Navy and the USAF’ take such reports ‘very seriously’ and ‘investigate each and every’ one of them flies in the face of what we have been told about ‘our’ sort of UFOs for decades.”

“After midnight on September 19, 1976, above Tehran, Iran, two successive F-4 interceptors attempted to catch a radar-visual UFO that had been widely reported by civilians. Each time visual contact was made, and the crew attempted to arm a missile and prepare to fire it, the weapons system electronics failed.

The incident was first brought to light by the leak of a Defense Intelligence Agency (DIA) evaluation report to NICAP in 1976. A three-page Department of Defense (DOD) teletype message on the case was obtained by Charles Huffer in 1977 under the Freedom of Information Act. Attached to the message was a copy of the DIA evaluation report.

The DIA evaluation termed this ‘An outstanding report. This case is a classic which meets all the criteria necessary for a valid study of the UFO phenomenon.’ The analysis called the UFO performance ‘awesome,’ noting that the objects displayed ‘an inordinate amount of maneuverability.’ In 1997, Richard Hall tracked down the author of the DIA report and interviewed him by telephone. At that time, he expressed a willingness to testify to a Congressional committee on what he knew about the case.”
