I therefore thought, it only fair to take a look at  French researcher, namely, Gilbert Payan. In fact, Vallee’s interactions with Payan go back to 1986, which Vallee recorded in his previous book, ‘Forbidden Science: Volume Three.’ I take up the story of Payan from 1986.

After the quotes from Vallee’s latest book, concerning Payan, I will add some commentary about Vallee’s view on Payan’s contacts with US researcher Richard Niemtzow, and French attempts to get Niemtzow to go and work in France - but on what?”

“Revelations re the US Navy and UAP”

On the 16 December 2017, Politico magazine in the USA, along with the New York Times, broke the story that the U.S. Department of Defense had run a ‘secret’ study of UFOs between about 2008 and 2012.

Today, one of Politico Magazine's articles was titled ‘U.S. Navy drafting new guidelines for reporting UFOs,’ which is a very interesting development indeed! The article deserves to be quoted in full, to which I will add my own comments.”

Information by the U.S. Navy regarding the new 2019 UFO reporting guidelines (the information came from Joseph Gradisher, Spokesman for Deputy Chief of Naval Operations for Information Warfare) (not quoted verbatim):
Incursions of unidentified aircraft into the U.S. airspace can be both a security risk and pose a safety hazard for both U.S. Navy and U.S. Air Force aviation.

In recent years – a number of unauthorized and/or unidentified aircraft have entered various military-controlled ranges and designated airspace. Since 2014, UFOs have entered military-designated airspace as often as multiple times per month.

Because of the safety and security concerns – the Navy and the Air Force take these reports very seriously and investigate each and every report.

The new UFO reporting guidelines are being updated and formalized so that reports of any suspected incursions can be made to the right authorities.

The U.S. Navy wants to get to the bottom of this (who is doing it, where it is coming from and what their intent is) – and we need to try to find ways to prevent it from happening again.

“A Cambridge (Illinois) housewife and her son were still comparing facts Tuesday about the strange craft they had seen hovering at low altitude late Monday over this village of 2,000.

Mrs. Gilbert Phillis, 35, said she saw the unidentified flying object at 9:45 p.m. Monday (15 October 1973) when she drove downtown.

Her son Gilbert Jr., 17, saw the same, or a similar, craft about the same time as he was closing his father’s service station at the east edge of town.

Mrs. Phillis said the object was hovering  at ‘treetop level’ east of Prospect Street in the business district.

It looked like a ‘car parked in the sky’ with its headlights turned on, she said.

She stopped har auto in the middle of the deserted street, shut off the engine and rolled down the window. ‘I didn’t hear any sound,’ she said. ‘It was stationary.’ ”

“This is a 10-page report on an on-going project involving a number of people. With the help of William Wise (Project Blue Book Archive), and Dan Wilson (digging out the cases from my checklist), the task becomes much easier. But without Brad Sparks’ updated list, the Comprehensive Catalog of Project Blue Book Unknowns, the entire project would have been impossible. And our thanks also go to Jean Waskiewicz who created the online NICAP DBase (NSID) that helped make it possible to link from the cases to the reports themselves.

For the record, we have four basic sources for reports. The first and foremost is the list of BB unknowns Brad provided. Next we have the NICAP site cases that we have selected throughout the years because of case value and interest. And then we have the old NICAP chronologies which have many cases pending details and documentation. The brief case descriptions of the latter group, giving the Cat (Category) number, name of some witness, and source in brackets (M=military), are noticeable NICAP UFO Evidence entries that haven’t yet been processed in and some of those may turn out to be unknowns. Lastly, beginning with this year (1955) I have added a feature that will be incorporated in the upcoming years and retroactive with the previous years, sighting lists by month. Months can be accessed here or within the chronology.

During the week of April 3-9, five green fireballs were reported in New Mexico and two in northern California. After a number of sightings reported about mid-morning April 5, LaPaz said: ‘This is a record. We believe we have it narrowed from the many reports to three. But they were seen within a very few minutes of each other.’

AN EMAIL SENT TO CNET.COM BY NASA SPOKESMAN DANIEL HUOT REBUTTED CLAIMS THAT NASA MAY HAVE CUT OFF THE VIDEO FEED

HUOT EXPLAINED THAT A LOST VIDEO SIGNAL RESULTS IN THE FEED DISPLAYING A BLUE SCREEN OR PRESET VIDEO SLATE

HUOT ALSO SAID THE OBJECT COULD HAVE BEEN SPACE DEBRIS, WINDOW REFLECTIONS OR LIGHTS FROM EARTH”

The main thing we can take away from NASA Spokesman Daniel Huot’s statement is the five words, “THE OBJECT COULD HAVE BEEN ...” In essence – what Huot said was that NASA did not have a clue what the unknown object was!

And this is not the first time NASA has cut off the video feed shortly after an unknown object has become visible on the screen.

Luis Elizondo, a military intelligence official, ran the Advanced Aerospace Threat Identification Program (AATIP) on the fifth floor of the Pentagon’s C Ring from 2007 to 20012. After 2012, Elizondo oversaw UFO work for five more years before resigning in October 2017.

Elizondo is now the Director of Global Security & Special Programs for the To The Stars Academy of Arts & Science.
