“Experts at a missile base here say they are puzzled
about strange ‘ghost ships’ picked up by powerful radar scanners in the Pacific
during a tracking exercise last year.
There has been little official comment on what the
scientists found. But Major Dallas van Hoose, the army’s base spokesman,
confirmed that ‘some unexplained aerial phenomena’ were observed last August
(1973).
Scientists, many of whom are reluctant to be named in
interviews because of general public skepticism concerning unidentified flying
objects, say privately they have been unable to find any explanation for the ‘ghost
ships.’
‘We have never seen anything precisely like this
before,’ said one ballistic missile defense expert who works for an army agency
here and is familiar with the advanced radar used to test missiles and
warheads.
Last August, the air force launched a Minuteman
intercontinental ballistic missile (ICBM) from Vandenberg Air Force Base aimed for
the Kwajalein missile range, used by the army,
air force, and navy.
When the ICBM was screaming toward the Pacific test
site, it bagan its descent on a normal, ballistic trajectory, scientists said.
The nose cone had separated from the third stage of
the missile and was entering the atmosphere at 22,000 feet a second.
Radar scanners at Kwajalein and Meck Islands were
tracking the nose cone routinely.
At about 400,000 feet , the radar experts in the Pacific
found they were also tracking an unidentified flying object next to the ICBM’s
nose cone.
Radar picked up an inverted saucer-shaped object to
the right and above the descending nose cone and watched it cross the warhead’s
trajectory to a point which was below and to the left of it before the phantom
disappeared.
The ghost ship was described as being 10 feet high and 40 feet long.
So far, none of the experts here believe the ghost
ship was a natural phenomenon caused by freak weather conditions or echoes
commonly seen on radar screens.”

“During the
past weeks, with the phenomenal increase
in the number of Flying Saucer reports (my emphasis) there has been a
tremendous stimulation of both public and official interest in the
subject. Requests for information have
poured into the Air Force, including an official inquiry from the White
House. Finally on July 29, General
Samford held a press conference in which he stated, that analysis showed ‘no
pattern of anything remotely consistent with any menace to the United States;’
that recent Washington sightings were possibly due to ‘temperature inversions,’
others to ionized clouds, ice formations, etc.; that instrumentation would be
emphasized henceforth in the Air Force Study.
He emphatically stated that the unexplained sightings could not have
resulted from any experiments or tests conducted by the United States .
At this
point, OSI felt that it would be timely to make an evaluation of the Air Force
Study, its methodology and coverage, the relation of its conclusions to various
theories which have been propounded, and to try to reach some conclusion as to
the intelligence implications of the problem
(my emphasis) – if any. In view of the wide interest within the
Agency (my emphasis), this briefing has been arranged so that we could
report on the survey. It must be mentioned that the outside
knowledge of Agency interest in Flying Saucers carries the risk of making the
problem more serious in the public mind that it already is, which we and the

In order to
supply both breadth and depth to the survey we have reviewed our own
intelligence, going back to the Swedish sightings of 1946; reviewed a large
number of individual official reports, recent press and magazine coverage and
the main popular books. Indexes of the
Soviet press were scanned. We
interviewed a representative of the Air Force Special Studies Group. Following this, we spent a day at Wright
Field in a thorough discussion with the officers conducting the ATIC study, and
finally we took the problem to a selected group of our own consultants, all
leaders in their scientific fields.
From all
this, we have come up with facts, theories, explanations and some conclusions,
which we will cover in a brief summary of Flying Saucers history, an analysis
of the ATIC work, and a discussion of the explained sightings and of possible theories regarding the unexplained
(my emphasis). We make no
recommendations of action. We would ask
that questions be held until the end.”

“The 30th Air Division, active from 1949 until 1968,
was originally based at Selfridge Air Force Base, Michigan .
The station then moved to Willow
Run Airport
(later Willow Run Air Force Station), Michigan ,
on 7 April, 1952, before transferring to Truax
Field , Wisconsin . The Division was finally declared inactive at
Sioux City Municipal Airport ,
Iowa , on 18 September, 1968.
Assigned to the Air Defense Command (ADC) for most of
its existence, the 30th’s initial mission was the equipping, administering,
training, and provisioning of operationally ready forces to the appropriate
commanders for the air defense of upper Great Lakes area of the United States . Their

Chadwell briefed DCI Smith on the subject of UFOs in

objects at great altitudes and traveling at high speeds in the vicinity of
major US defense installations are of such nature that they are not
attributable to natural phenomena or known types of aerial vehicles.’ He
drafted a memorandum from the DCI to the National Security Council (NSC) and a
proposed NSC Directive establishing the investigation of UFOs as a priority
project throughout the intelligence and the defense research and development
community. (23) Chadwell also urged Smith to establish an external research
project of top-level scientists to study the problem of UFOs. (24) After this
briefing, Smith directed DDI Amory to prepare a NSC Intelligence Directive
(NSCID) for submission to the NSC on the need to continue the investigation of
UFOs and to coordinate such investigations with the Air Force. (25)”
