The National Space Surveillance Control Center, Air Force command and control development division, attempted to work out an orbit for a strange object reported several times. But the scientists had only one solid observation to go on, – the photographing of the object by Grumman Aviation Engineering Corp. at Bethpage, N.Y. I remember reading our preliminary report in the NICAP U.F.O. Investigator back in 1961, and later seeing the article and a picture in LIFE or LOOK. This report has the Grumman report I was able to obtain a zerox copy of from Loy Pressley in June of 2002 which he had obtained a few years prior from Jan Aldrich. Mike Swords later provided the best image, a scanned version of Hynek’s original *. 

Joel Carpenter:
I have a copy of the Grumman satellite report, and I ran it by a guy who is a former CIA consultant on military satellite technology (Allen Thomson). He said that the data in the Grumman report don’t add up to a real orbit, so he didn’t know what to make of it. It seems that there was something fishy about the Grumman object, whatever it was.

Brad Sparks:
The Grumman object was in retrograde orbit, inclination angle to the equator about 135 degrees. It would not show up on the next expected orbits every time. Grumman put together a contract proposal to the AF to conduct an investigation. I have not found any satellites launched in an inclination of about 135 degs, not because it’s physically impossible but wasteful as it goes against the Earth’s rotational boost into orbit. Best possibility of explanation is a Soviet Luna probe or upper stage that looped back around the earth but on the wrong side into retrograde orbit. But that would be extraordinarily lucky, extremely difficult to do even by design. Impossible to have been the Discoverer 5’s polar orbiting Agena upper stage fired in the wrong direction or any polar orbiting Discoverer (CIA Corona). Flatout absolute physical impossibility total nonsense and hogwash. Cannot have enough propellant to go off at 45 degrees. You would have to have another Atlas or Thor first stage up there to do that.”

“A mysterious reddish object circling the earth that presumedly left what appeared to be a large vapor trail over Sioux Falls has been photographed by a tracking camera of the Grumman Aviation Engineer Corp. at Bethpage, N.Y.

Grumman, The Associated Press reported, said the photograph was taken by a special tracking crew which has been on watch.

The strange object was reported as result of a news story in the Argus-Leader saying a vapor trail or what resembled a large beam of light in the atmosphere was reported over Sioux Falls and later much of the nation.

There is no scientific explanation as yet for the object, which was reported traveling cast to west rather than on the west to east trajectory common to man-made satellites.

The object appears to be about a tenth the size of the Echo I balloon satellite and traveling about twice as fast.

The Adler Planetarium of Chicago is compiling data on the object and says it doesn’t appear to be an artificial satellite or a meteor.”

The article reports on the 17 November 1986 Japan Airlines (JAL) Flight 1628 UFO incident over North East Alaska.

The UFO incident occurred at 5:19 p.m. (18 November, at 2:19 UTC), according to a Federal Aviation Administration (FAA) document (files.afu.se).

Quote from the article:
“FAA (Federal Aviation Administration) spokesman Paul Steucke said there was no other air traffic along the same little-traveled route that night. Steucke also noted that the FAA’s electronically recorded radar data did not support the UFO sighting.

But the existence of an unidentified object was confirmed by a report from the flight controller in charge of JAL 1628. Steucke said the controller, who was not named, had two years’ experience.

During the flight, the controller asked Terauchi to identify the craft and then wrote, ‘He could not identify but reported white and yellow strobes.’ The lighting was not a normal aircraft marking pattern, the crew said.

In his one page report, the controller said he repeatedly saw another object on radar staying near the JAL jet despite FAA-approved turns and altitude changes. The object was as close as 
5 miles, the controller wrote.”

“Unidentified flying objects were reported as having landed in the Stone Front area near Sheldon last Friday night (30 June 1967).

Mrs. Marie Bair and her mother, Mrs. John Chapman, who live 6 miles east and 3 miles north of Sheldon made the report. They said they had not made the report earlier for fear that no one would believe them.

Mrs. Blair was getting ready to retire when the calves and goats started making an uproar, causing her to look out. She saw two lights in the air, and two objects landed while she watched.

She called her mother and they both watched, while on the ground a light continued to circle, getting very dim and then brighter. It appeared that the objects were dome shaped.

As they continued to watch they saw two of the objects rise and head north and two go southwest. Apparently two had landed before the women had begun their watch.

Saturday morning the women went down to examine the area and found the grass had been mashed down as if a car had been driven round and round in circles at each landing spot.

No explanation has been given for the sighting on Friday evening however.”

I discussed NORAD’s early efforts, starting in the 1950’s, and brought us through to the 1990’s and 2000’s, where the old US Space Command (SPACECOM), and then the US Strategic Command (STRATCOM) partially took over space surveillance from NORAD. I have introduced the core topic of ‘Uncorrelated Target’ (UCT) detection and tracking, and highlighted examples of declassified military doctrine that relates to such events. I also presented the work of UFO researchers in years gone by to obtain space object tracking data, and will continue to do so in this entry in the series, plus raise some new topics which are key to understanding NORAD’s role in space, and what it means for UFO research. As I have stated before, I use the term ‘UFO’ to describe unknown and unidentifiable bodies which are above-and-beyond natural and manmade objects.

Veteran UFO researcher Walter Webb, while studying the 1995 American West Airlines Radar-Visual UFO case in New Mexico, asked a number of questions of NORAD in a November 27th letter. Nearly a month later, on the 19th of December, 1995, S. W. Johnson, of NORAD/USSPACECOM Directorate of Public Affairs, replied to Webb. Their letter, in part, stated:

‘NORAD uses the term ‘Unknown Track Report’ (UTR) for events within our atmosphere and the United States Space Command (USSPACECOM) uses the term ‘Uncorrelated Events’ for objects in space. UTR’s are considered sensitive and are not releasable to the public. Uncorrelated Event Reports (UERs) are classified SECRET until downgraded by proper authority. The term ‘UFO’ has not been used by this headquarters since the ‘Blue Book’  was permanently closed in 1974.”

“The US Department of Transportation’s (DOT) Federal Aviation Administration (FAA) is the United ’States airspace and civilian flight regulation body. Their responsibilities include the management of national airspace, air traffic control services and flight safety promotion. The FAA’s mission also includes an interoperable role with the United States Air Force (USAF) and North American Aerospace Defence Command (NORAD) to assist in atmospheric air defence and military flying activity. For example, primary radar coverage of the USA is partly achieved by the joint FAA-USAF Joint Surveillance System (JSS). The most important component of that system is the Air Route Surveillance Radar (ARSR) network which is capable of detecting and tracking any sizable body in US airspace and somewhat beyond. Raw radar data from long-range radar sites is instantly fed to FAA and USAF sites to build up a wider “recognised air picture” of exactly what is in the American skies at any given time.

Despite this awesome capability, the FAA, apparently, does not deal with ‘Unidentified Flying Objects’ (UFOs). Dozens of Freedom of Information Act (FOIA) requests submitted to the FAA, over the last thirty or so years, have yielded almost nothing of substance. There are only a couple of FAA publications that mention UFO’s. One is the ‘Federal Aviation Aeronautical Information Manual, Official Guide to Basic Flight Information and ATC Procedures,’ often simply called the ‘AIM.’ The latest version of the AIM was promulgated on the 10th of December, 2015. John Greenwald, owner of ‘The Black Vault’ website, was probably the most recent FOIA requester to be furnished with a copy of the relevant pages that mention UFO’s.”
