11 a.m. (EST). Meteorologist Minczewski saw a silvery disc through a theodolite while tracking a pibal weather balloon, traveling E to W at less than 15,000 ft, appeared larger than the balloon. (McDonald 1968; FOIA; FUFOR Index)

Fran Ridge:
There is a document which reads: "... Mr. Walter Minezewski has observed this strange metallic disc on three occasions through the theodolite while making his pibal observation during the last six months (November, 1946 - April, 1947)" **.  In the other document:  "There  is no astronomical explanation for this Incident, which, however,  deserves considerable attention, because of the experience of the observers ana the fact that the observation was made through a theodolite and that conparison could be made with a pibal balloon. The observers had, therefore, a good estimate of altitude, of relative size, and of speed  much more reliable than those given in most reports.This investigator would like to recommend that these and other pibal observers be quizzed as to other possible un-reported sightings." *

James McDonald:
Here was a pre-Arnold sighting never reported officially. It was quite clearly not an observation of "new American military vehicles," nor can one readily square this with any phenomenon of atmospheric physics or astronomy. It is a UFO observation, and a rather interesting one. Bloecher's search has led to several other pre-Arnold 1947 sightings. Just a matter of days before this writing, I spoke on the telephone with Walter A. Minczewski, the U. S. Weather Bureau observer whose April, 1947, theodolite-tracking case is cited in the text. Minczewski emphasized that he had never reported it to other than his Weather Bureau superiors and hence was surprised to be called about it twenty years later. Yet his recollection of the details of the whitish disc-like object he had tracked one clear morning in Richmond, Virginia, was still distinct in his mind.”

The UFO incident occurred on 1 April 1947, according to the book, UFOs and Government: A Historical Inquiry.

U.S. Government UFO Document:
“Incident #79 – Richmond, Virginia – April 1947”

“There is no astronomical explanation for this incident, which, however, deserves considerable attention, because of the experience of the observers and the fact that the observation was made through a theodolite and that comparison could be made with a pibal balloon. The observers had, therefore, a good estimate of altitude, of relative size, and of speed – much more reliable than those given in most reports.

This investigator would like to recommend that these and other pibal observers be quizzed as to other possible, unreported sightings.”

The UFO incident (occurred on 1 April 1947) was observed by U.S. Weather Bureau station personnel.

Personnel at the station in Richmond observed three UFO incidents in the spring  of 1947.

This is the first U.S. UFO case mentioned in the seminal book, UFOs and Government: A Historical Inquiry. The book presents a longer and more in-depth Blue Book report on the case.

“Late astronaut wrote of ’51 close encounter”

Quote from the article:
“The late astronaut Donald “Deke” Slayton had a close daylight encounter with a disc-shaped UFO in 1951 while flying an Air Force fighter plane 
 (F-51 Mustang) out of a base in Minneapolis-St. Paul at speeds close to 300 mph.

The ground crew, Slayton wrote, tracked the object with an instrument and ‘computed the speed at 4,000 miles an hour.’ ”

Slayton recounted the UFO incident in a letter to Dr. J. Allen Hynek. The Milwaukee Sentinel presents a partial text of the letter.

The UFO incident occurred on 12 December 1951, according to NICAP.org.

“Mysterious lights over Lake Michigan
get second look”

“Witness accounts and radar images of fast-moving lights over Lake Michigan are being examined by UFO investigators.

Leo Grenier, who is in charge of the National Weather Service office in Muskegon, said radar data turned up a fast-moving phenomenon over Lake Michigan off South Haven late Monday night and that he notified the National UFO Reporting Center.

‘(Witnesses) were talking about red and green sets of lights to the south, oscillating,’ Grenier said. ‘The lights did some rather erratic movements at times.’

Grenier said a weather service radar operator ‘did pick up echoes in the approximate location of the sighting and moving in the same manner as described by those seeing it on the ground.’

He said radar showed the object, about 15,000 feet in altitude, zipped from South Haven to about 10 miles off shore in 10 seconds.

Tower personnel at Muskegon County Airport saw what appeared to be aircraft flying in formation. Among the witnesses was a Holland police officer.

Walter Andrus, international director of the Mutual UFO Network in Seguin, Texas, said Thursday that four investigators were reviewing the sightings.”

UFO researchers are descending on southwestern Michigan this week as reports continue to filter in from dozens of people who say they saw something unusual in the night sky March 8 from Grand Rapids to the Lake Michigan shoreline between Muskegon and South Haven.

‘It is, right now, the hottest case we have in the country,’ said Walter Andrus, director of the Texas-based international Mutual UFO Network.

What makes the case so unusual, Andrus says, is that the sightings seem to coincide with unexplained radar trackings from the National Weather Service office in Muskegon.”

“Australians agog over UFO”

“Wayne Bellew, a technician from Canberrra, and his wife, Rosalind, said they saw a bright white object moving over the ocean.

‘The weather was clear,’ Bellew said. ‘We’d just put up our tent when the thing appeared. It was completely distinguishable from the planes en route to Sydney.’

‘We intended to report the UFO anyway – but when we saw the stories on Monday morning about the pilot, we wondered if it could have been the same object,’ he said.

Valentich, flying at an altitude of 4,500 feet, reported he was being followed by a large craft with four bright lights. He told air controllers the object was about 1,000 feet above him and had ‘a green light and sort of metallic light on the outside.’

Transport Department spokesman Kenneth Williams said a few minutes later the pilot reported his engine was choking and rough-idling, and the object was hovering above him.

There was then a long metallic noise over the radio and contact with the aircraft was lost.

Officials said they have been unable to identify the metallic noise heard over the radio as the aircraft lost contact. They said the noise lasted ‘for a long time – at least a number of seconds.’

Radio experts said it was not a noise that could be explained by the dropping of a microphone – the original theory.”

8:06 p.m. local. A flight of four F-84 Thunderjets took off from Ota Air Base, Portugal, on a routine practice navigation mission. After the pilots reached Granada and started a port turn to change course to Portalegre they noticed on the left and above the horizon a very unusual source of light. All of a sudden the thing grew very rapidly, assuming five or six times its initial volume, becoming quite a spectacle to see . . . [then] fast as it had grown, [it] decided to shrink, almost disappearing on the horizon, becoming a just visible, small, yellow point. These expansions and contractions happened several times, but without becoming periodic and always having a pause, longer or shorter, before modifying volume. At 2038 hours the lead pilot decided to abandon the mission and to make a port turn in the general direction of Coruche since nobody was paying any attention to the exercise. They turned about 50° to port but still the thing maintained its position of 90° to our their left which could not be possible with a stationary object. As they were near Coruche the ‘big thing’ suddenly and very rapidly made what looked like a dive, followed up by a climb in their direction. Then everybody went wild and almost broke formation in the process of crossing over and ahead of the UFO. At the same time that the pilots had their encounter, the Coimbra Meteorological Observatory registered extraordinary localized variations in the Earth’s magnetic field, as proven by charts at that establishment.”

Sept. 20, 1952; At sea on USS Franklin D. Roosevelt (BB)
At a few minutes after 4 p.m., personnel of the U.S.S. Franklin D. Roosevelt, an aircraft carrier participating in the Mainbrace maneuvers, observed a silvery, spherical object which was also photographed. (The pictures have never been made public). The UFO was seen moving across the sky behind the fleet. Reporter Wallace Litwin took a series of color photographs, which were examined by Navy Intelligence officers. The weather man aboard said a balloon was launched  at 3:30 p.m. and it rose up and out of sight in the overcast in about 50 seconds.

Fran Ridge:
Thanks to information from Martin Shough we have been able to obtain clarifications. Actually the 3-4 photos were taken by the reporter onboard. The reporter later said the object looked like a white ping-pong ball. A letter from the photographer to researcher Ole Henningsen is provided below and in it he claims that it was not a weather balloon. As Martin pointed out there is no evidence in the photo of any radar reflector. Litwin also reported that the FDR was carrying an atomic bomb. Additional documents were just obtained from Brad Sparks and have been added to the dir reports below. For the record, Dan Wilson found the name Wallace Litwin in the article by Richard Hall. *  Litwin was also mentioned in NICAP’s UFO Evidence, page 162. The date was given as September 20, 1952 on the PROJECT 10073 RECORD CARD, and three other BB docs.**

Capt. Edward J. Ruppelt:
In late September 1952 the NATO naval forces had held maneuvers off the coast of Europe; they were called Operation Mainbrace. Before they had started someone in the Pentagon had half seriously mentioned that Naval Intelligence should keep an eye open for UFO’s, but no one really expected the UFO’s to show up. Nevertheless, once again the UFO’s were their old unpredictable selves – they were there.”

The National Space Surveillance Control Center, Air Force command and control development division, attempted to work out an orbit for a strange object reported several times. But the scientists had only one solid observation to go on, – the photographing of the object by Grumman Aviation Engineering Corp. at Bethpage, N.Y. I remember reading our preliminary report in the NICAP U.F.O. Investigator back in 1961, and later seeing the article and a picture in LIFE or LOOK. This report has the Grumman report I was able to obtain a zerox copy of from Loy Pressley in June of 2002 which he had obtained a few years prior from Jan Aldrich. Mike Swords later provided the best image, a scanned version of Hynek’s original *. 

Joel Carpenter:
I have a copy of the Grumman satellite report, and I ran it by a guy who is a former CIA consultant on military satellite technology (Allen Thomson). He said that the data in the Grumman report don’t add up to a real orbit, so he didn’t know what to make of it. It seems that there was something fishy about the Grumman object, whatever it was.

Brad Sparks:
The Grumman object was in retrograde orbit, inclination angle to the equator about 135 degrees. It would not show up on the next expected orbits every time. Grumman put together a contract proposal to the AF to conduct an investigation. I have not found any satellites launched in an inclination of about 135 degs, not because it’s physically impossible but wasteful as it goes against the Earth’s rotational boost into orbit. Best possibility of explanation is a Soviet Luna probe or upper stage that looped back around the earth but on the wrong side into retrograde orbit. But that would be extraordinarily lucky, extremely difficult to do even by design. Impossible to have been the Discoverer 5’s polar orbiting Agena upper stage fired in the wrong direction or any polar orbiting Discoverer (CIA Corona). Flatout absolute physical impossibility total nonsense and hogwash. Cannot have enough propellant to go off at 45 degrees. You would have to have another Atlas or Thor first stage up there to do that.”

“A mysterious reddish object circling the earth that presumedly left what appeared to be a large vapor trail over Sioux Falls has been photographed by a tracking camera of the Grumman Aviation Engineer Corp. at Bethpage, N.Y.

Grumman, The Associated Press reported, said the photograph was taken by a special tracking crew which has been on watch.

The strange object was reported as result of a news story in the Argus-Leader saying a vapor trail or what resembled a large beam of light in the atmosphere was reported over Sioux Falls and later much of the nation.

There is no scientific explanation as yet for the object, which was reported traveling cast to west rather than on the west to east trajectory common to man-made satellites.

The object appears to be about a tenth the size of the Echo I balloon satellite and traveling about twice as fast.

The Adler Planetarium of Chicago is compiling data on the object and says it doesn’t appear to be an artificial satellite or a meteor.”
