The U.S. Department of State document (dated 9
November 2005) read as follows:
“It is critical all embassy staff understand that they
are not to discuss under any circumstance concerns DOD [U. S. Department of
Defense] has with UFOs entering orbit, once again the seriousness of this
matter cannot be overstated.”
The document was apparently sent to a diplomat that
worked at the U.S. embassy
in Kiev , Uk raine
